Programs and Topics
Proposition 1 of 2014 dedicated $2.7 billion for investments in water storage projects. The California Water Commission is administering the Water Storage Investment Program (WSIP) to fund the public benefits associated with these projects.

California's Water Resilience Portfolio directed the Commission to explore ways that the State can support in-basin, locally-led groundwater trading programs that ensure protections for vulnerable users, such as communities, small- and medium-size farms, and the environment. 2024 Agenda Items
California Water Code section 165 directs the Commission to conduct an annual review of the construction and operation of the State Water Project and report its findings and recommendations to the Department of Water Resources (DWR) and the Legislature. To accomplish this, the Commission receives regular briefings from DWR on many aspects of the State Water Project. In September 2014, Governor Brown signed a package of legislation known as the Sustainable Groundwater Management Act (SGMA), creating a framework under which local agencies would develop Groundwater Sustainability Plans (GSPs) tailored to their regional needs. SGMA required the Department of Water Resources (DWR) to adopt regulations for revising groundwater basin boundaries and for the development of GSPs and Alternative Plans, including the criteria and methodology to evaluate them. DWR was also required to prioritize groundwater basins and modify the basins, as necessary. As with all DWR regulations, the Commission was tasked with approving the SGMA regulations. SGMA also gave the Commission the opportunity to hear and comment on DWR's proposed basin boundary modifications. The Commission must adopt a resolution of necessity before the Department of Water Resources (DWR) may commence an eminent domain proceeding. The Commission’s resolution process gives each affected person an opportunity to be heard before DWR can begin the eminent domain proceeding.
