Meeting of the California Water Commission – October 16, 2024

This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.
4. Approval of July 17, 2024, Meeting Minutes
5. Executive Officer’s Report
The Executive Officer will report on various matters addressed since the previous Commission meeting.
6. Commission Member Reports
This is an opportunity for members to disclose any meetings or conversations related to Commission business and held since the previous Commission meeting.
7. Public Testimony
Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.
8. Water Storage Investment Program: Projects Update
Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP).

9. Water Storage Investment Program: Willow Springs Water Bank Conjunctive Use Project Progress Update (Action Item)
Representatives of the Southern California Water Bank Authority, the project proponent for the Willow Springs Water Bank Conjunctive Use Project, will update the Commission on the status of the project and progress toward completing WSIP requirements. Commission members requested this update at the April 2024 Commission workshop.
10. Consideration of Regulations for the Model Water Efficient Landscape Ordinance (MWELO) (Action Item)
Department of Water Resources (DWR) staff will seek approval for the proposed amendments to the regulations for the Model Water Efficient Landscape Ordinance (MWELO). On May 15, 2024, the Commission approved the proposed regulation amendments. DWR made additional changes during a 15-day notice and comment period pursuant to the Administrative Procedure Act. These additional changes necessitate the Commission to reconsider approval of the regulations. DWR must update the MWELO every three years or release findings that a revision would not be useful or effective in increasing the efficiency of landscape water use or the administration of the MWELO.

11. Closed Session
The Commission will hold a closed session, pursuant to Government Code §11126(a)(1), regarding the appointment of the Executive Officer, and as generally authorized by Government Code §11126(a).
12. Results of Outreach and Engagement Survey
Commission staff will present to the Commission the results of two surveys – one directed to the public and the other to Tribes – that sought feedback on the Commission’s work and engagement practices.
13. State Water Project Briefing: Strategic Plan and Operations Update
DWR staff will brief the Commission on the second and fifth goal of the State Water Project (SWP) Strategic Plan and will discuss workforce status, key workforce initiatives, and an update on the California Aqueduct Subsidence Program. The briefing will also include an update on the current operations of the SWP.
