Armando Quintero

Armando Quintero, Chair, of San Rafael is the Executive Director of the University of California, Merced Sierra Nevada Research Institute and previously served as the Institute's director of development from 2008 to 2014. He was an independent environmental educator from 1998 to 2008 and held multiple positions at the U.S. National Park Service from 1977 to 1998, including district ranger and chief of the special park uses group at the Golden Gate National Recreation Area. Mr. Quintero is president of the Marin Municipal Water District Board of Directors.

Carol Baker , Vice-Chair

Carol Baker

Carol Baker, Vice-Chair, of Sacramento, was chair of the California Fish and Wildlife Strategic Vision Blue Ribbon Citizen Commission in 2011 and an independent water policy consultant at Kaufman Campaign Consultants in 2009. She was chief policy consultant for natural resources and environmental protection policy and deputy budget director in the California State Assembly Speaker’s Office from 2000 to 2008. Previously, Ms. Baker served as principal budget analyst at the California Department of Finance from 1994 to 2000 and from 1985 to 1992, where she was a staff budget analyst from 1982 to 1985. She was a deputy director for administration and management at the California Department of Housing and Community Development from 1992 to 1994.

Teresa Alvarado

Teresa Alvarado, of San Jose, has served as the San Jose Director of the San Francisco Bay Area Planning and Urban Research Association (SPUR) since 2016. She was deputy administrative officer for the Santa Clara Valley Water District from 2011 to 2016 and executive director of the Hispanic Foundation of Silicon Valley from 2006 to 2009. She held multiple positions at the Pacific Gas and Electric Company, including charitable contributions program manager from 2005 to 2006 and governmental relations representative from 1999 to 2005. Ms. Alvarado holds a Master of Science degree in civil and environmental engineering from Tufts University, a Bachelor of Science degree in environmental technology and management and a Minor degree in technical writing from San Jose State University. She is a Senior Fellow of the American Leadership Forum-Silicon Valley, and a member of the Board of Directors of Parks California.

Daniel Curtin

Daniel Curtin, of Sacramento, has served as director for the California Conference of Carpenters since 2001 and previously held the same position from 1992 to 1999. From 1999 to 2001, he served as chief deputy director for the Department of Industrial Relations. Prior to that, Curtin was a legislative advocate for the California Conference of Carpenters. He serves on the State Compensation Insurance Fund Board of Directors, the Economic Development Commission, and the Industrial Welfare Commission.

Matthew Swanson

Matthew Swanson, of Turlock, is a California farmer and CEO of Associated Feed, Virtus Nutrition, and Nutrius Products, manufacturers of organic, non-GMO, and conventional feed products serving the dairy, cattle, swine, and poultry industries. His other entrepreneurial endeavors include leading the development of software and application of data analytics to improve agricultural and environmental efficiencies and help achieve net zero carbon dairy farms. Mr. Swanson also serves as Chairman of Riser House Entertainment, a full-service label and music publishing company in Nashville, Tennessee.

Joe Yun , Executive Officer

Joe Yun

Joe Yun, Executive Officer, California Water Commission. Joe is a graduate of the University of California, Davis, where he earned his Bachelor of Science degree in Environmental Toxicology. Most recently, Joe served as the Commission's Interim Water Storage Investment Program Manager. Prior to joining the Water Commission Joe served as Chief of the Planning Grant Section in the Financial Assistance Branch of DWR's Division of Integrated Regional Water Management. Joe managed multidisciplinary teams to implement various water management grant programs funded by general obligation bonds. Before joining DWR, Joe worked for 13 years in private environmental consulting assisting clients on surface water, groundwater, and storm water quality projects, remedial investigations, and site remediation.
