The Commission will hold a closed session, pursuant to Government Code §11126(a)(1), regarding the appointment of the Executive Officer, and as generally authorized by Government Code §11126(a).

4. Acknowledgement of California Native American Tribal Governments
This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.
5. Approval of October 16, 2024, Meeting Minutes
6. Executive Officer’s Report
The Executive Officer will report on various matters addressed since the previous Commission meeting.
7. Commission Member Reports
This is an opportunity for members to disclose any meetings or conversations related to Commission business and held since the previous Commission meeting.
8. Public Testimony
Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.
9. Strategic Plan Development: Presentation of Final Draft Plan (Action Item)
Commission staff will present for the Commission’s consideration the final draft 2025 Strategic Plan, which contains goals and objectives that will provide direction for the Commission’s work for the next five-year period, beginning in 2025.
10. Water Storage Investment Program: Projects Update
Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP).
11. Informational Update on Dam Safety Regulations
Department of Water Resources (DWR) staff will present an overview of proposed changes to dam safety regulations necessary to align with recent changes to the Water Code and to update and clarify current regulatory practices.
12. Salton Sea Management Program Update
Staff from the California Natural Resources Agency and DWR will present an overview of the Salton Sea Management Program’s restoration actions, the Salton Sea’s nexus to the Colorado River, the State’s 10-Year Restoration Plan, and recent federal Inflation Reduction Act investments to accelerate restoration implementation.
13. State Water Project Briefing: Construction and Operations Update
Staff from DWR will brief the Commission on State Water Project construction projects and provide an update from the State Climatologist on Water Year 2025.
