The Commission may hold a closed session, as authorized by Government Code §11126(e), to confer with and receive advice from its legal counsel regarding potential litigation, and as authorized by Government Code §11126(a).

4. Approval of December 19, 2018 Meeting Minutes

5. Executive Officer's Report

The Executive Officer will report on various matters addressed since the previous Commission meeting.

6. Commission Member Reports

This is an opportunity for members to disclose any meetings or conversations related to Commission business since the previous Commission meeting.

7. Public Testimony

Although no formal Commission action will be taken, the Commission offers an opportunity to the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not specifically appear on the agenda.

8. Action Item: Election of Commission Chair and Vice Chair

Consistent with the Internal Rules and Guidelines for Activities of the California Water Commission, adopted February 2011, the Commission will elect a Chair and Vice Chair.

9. State Water Project Dam Safety Update

The Department of Water Resources (DWR) will brief the Commission on the State Water Project (SWP) Dam Safety Program, including assessments performed following the 2017 events at Oroville, and the status of the resulting initiatives to strengthen the SWP Dam Safety Program.

10. AB 1755 Open Data Initiative

DWR staff will brief the Commission on the status of implementing AB 1755 (Dodd), the Open and Transparent Water Data Act.

11. Groundwater Basin Boundary Modifications

The Sustainable Groundwater Management Act (SGMA) regulations give local groundwater agencies the opportunity to request changes to their groundwater basin boundaries. Any modifications must be reviewed and approved by DWR.  The Act requires the Commission to hear and comment on draft groundwater basin boundary modifications before DWR makes its final decisions on the modifications. DWR staff will brief the Commission on the 2018 proposed basin boundary modifications and DWR’s draft decisions.
