The Commission may hold a closed session, as authorized by Government Code §11126(e), to confer with and receive advice from its legal counsel regarding potential litigation, and as authorized by Government Code §11126(a).

The Executive Officer will report on various matters addressed since the previous Commission meeting.
6. Commission Member Reports
This is an opportunity for members to disclose any meetings or conversations related to Commission business since the previous Commission meeting.
7. Public Testimony
Although no formal Commission action will be taken, the Commission offers an opportunity to the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not specifically appear on the agenda.
The 2016 Water Infrastructure Improvements for the Nation (WIIN) Act provides federal funding for water infrastructure. Section 4007, related to water storage, requires the Commission to determine that California storage projects seeking funding from the WIIN Act are consistent with Proposition 1, the California Water Quality, Supply, and Infrastructure Improvement Act, approved November 4, 2014. The Commission will consider and possibly adopt regulations that document the Commission’s process for making a determination of consistency.
9. Action Item: Strategic Plan (Postponed)
The Executive Officer will present a final draft of the updated Strategic Plan for the Commission’s consideration and possible adoption.
10. Resilient Water Portfolio (Postponed)
Commission and California Natural Resources Agency staff will brief the Commission on the Resilient Water Portfolio, and the Commission’s role in its implementation (pending its release prior to the Commission meeting).
11. Delta Conveyance (Postponed)
Department of Water Resources staff will brief the Commission on the status of the single tunnel Delta conveyance project.
12. Priorities for California's Water (Postponed)
The Public Policy Institute of California will brief the Commission on its October 2019 report, Priorities for California’s Water.
13. State Water Project Operations Update
Department of Water Resources staff will brief the Commission on joint operations of the State and Federal water projects.
14. Central Valley Flood Protection Plan (CVFPP) 2017 Update
Central Valley Flood Protection Board staff will brief the Commission on the 2017 Update of the CVFPP and the Flood Board’s role and responsibilities in obtaining federal funding for flood risk reduction projects.
