Meeting of the California Water Commission - January 19, 2022

As a result of the COVID-19 emergency and pursuant to Government Code 11133, the January 19, 2022 California Water Commission meeting will not have a physical location. This will be a remote-only meeting, conducted via a web-based videoconferencing service called Zoom. The Commission remains committed to transparency. Members of the public will be able to listen to and watch the meeting and comment if desired.
Registration is not required to provide public comments. Members of the public who wish to comment during the meeting can do so by joining on Zoom (https://us02web.zoom.us/j/89938720900?pwd=U1dkT0pBL1FsMlhrWlZ3VlYxd2tqQT09). More detailed instructions on how to use Zoom and participate in the meeting can be found in the public participation guide.

The Commission may hold a closed session, as authorized by Government Code §11126(e), to confer with and receive advice from its legal counsel regarding potential litigation, and as authorized by Government Code §11126(a).

The Executive Officer will report on various matters addressed since the previous Commission meeting.

This is an opportunity for members to disclose any meetings or conversations related to Commission business since the previous Commission meeting.

Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.

8. Election of Commission Officers (Action Item)
Consistent with the Internal Rules and Guidelines for Activities of the California Water Commission, adopted February 2011, the Commission will elect a Chair and a Vice Chair.
Commission staff will present an overview of Commission activities anticipated in 2022.

10. Groundwater Trading: Draft White Paper
Commission staff will present for Commission discussion a draft white paper containing preliminary findings around how to shape well-managed groundwater trading programs and proposed next steps for State engagement. This draft white paper synthesizes the information the Commission gathered for its consideration of well-managed groundwater trading programs to support Water Resilience Portfolio Action 3.6.
Department of Water Resources (DWR) staff will provide an overview of the Big Notch Project and upcoming work. The Big Notch Project will create critical floodplain habitat for juvenile salmon and improve a migration corridor for adult anadromous fish between the Sacramento River, floodplains of the Yolo Bypass, and the Sacramento-San Joaquin Delta. DWR will provide an overview of the project and the Commission’s role in adopting potential Resolutions of Necessity to complete the project.
12. California Water Plan Update 2023
Staff from DWR’s Division of Planning will brief the Commission on the planned timeline and process for developing California Water Plan Update 2023. The California Water Plan is the State's strategic plan for sustainably managing and developing water resources for current and future generations.
