Disadvantaged Community and Tribal Involvement Grant Program

The Disadvantaged Community and Tribal Involvement Grant Program is designed to ensure the involvement of disadvantaged communities (DACs), economically distressed areas (EDAs), underrepresented communities (collectively referred to as DACs), and Tribes in Integrated Regional Water Management (IRWM) planning efforts. The Proposition 1 2016 IRWM Guidelines established the general process, procedures, and criteria that DWR used to implement the IRWM DAC and Tribal Involvement Grant Program.

DWR has awarded over $51 million to the 12 Funding Areas identified in Proposition 1 as shown in the table below.

One of the primary goals of the Program was to assess the needs of California’s IRWM regions, their successes, and their challenges in outreach and involvement of disadvantaged communities and Tribes in the regional programs.  Included in the table below are links to the Individual Funding Area Needs Assessments.

*A change in the Grantee administering the San Francisco Bay Grant Agreement in 2019 resulted in a grant award split between two agreements; however, project sponsors through the San Francisco Bay Funding Area have been engaged continuously since award of the original contract.

Funding Areas within this Program collaborated on three state-wide Summits over the past six years to share lessons learned and engage with community members. Summit summaries and proceedings can be found below.
