Working with other agencies and the public, our programs strategically manage California's water resources and systems. Our goal is to meet social, environmental, and economic objectives for long-term water sustainability. Each program is focused on specific objectives but many projects intersect and require cross-program collaboration.

Bay Delta

We plan facilities and conduct work in the Sacramento-San Joaquin Delta to improve ecosystems and water quality, supply, reliability. Our studies help us meet regulatory requirements and our computer simulation models allow us to analyze the effects of proposed and active projects.

California Water Plan

The State's strategic plan for managing and developing water resources provides a collaborative planning framework for elected officials, agencies, tribes, water and resource managers, businesses, academia, stakeholders, and the public to develop findings and recommendations and make informed decisions for our water future.

Climate Change

Climate change is having a profound impact on California’s water resources, as evidenced by greater weather extremes, reduced snowpack, higher sea level, and changes in river flows. Managing climate change and its impact of water supply is one of DWR's core values.

Division of Safety of Dams

The Division of Safety of Dams (DSOD) provides oversight to the design, construction, and maintenance of over 1,200 jurisdictional sized dams in California.

Engineering & Construction

Our subject matter experts safely provide timely, cost-effective, and quality engineering, geology, construction, real estate, geodetic, and administrative services for dams, reservoirs, bridges, canals, and much more.

Integrated Science and Engineering

This division provides complex scientific and environmental analysis, monitoring, and documentation to help us comply with regulations while protecting, restoring, and enhancing natural and human environments.

Flood Management

Our work in statewide flood forecasting, flood operations, and other key flood emergency response and management activities, including FloodSafe California and the Central Valley Flood Protection Plan, help reduce flood risk.

Groundwater Management

We collect and analyze groundwater data, investigate and report groundwater conditions, provide grants and technical expertise, implement the Sustainable Groundwater Management Act and California Statewide Groundwater Elevation Monitoring (CASGEM) Program, and update Bulletin 118.

Integrated Regional Water Management (IRWM)

These programs help identify and implement water management solutions on a regional scale that increase regional self-reliance, reduce conflict, and effectively manage water.

State Water Project (SWP)

This water storage and delivery system of reservoirs, aqueducts, power and pumping plants, and recreational facilities spans more than 700 miles across the state and provides water for an estimated 27 million Californians and 750,000 acres of farmland.

Water Use & Efficiency

We assist agencies and individuals with agricultural and urban water conservation.
