Mapping Tools
DWR has developed 3 web-based mapping applications to assist local agencies and other interested parties in water management planning efforts:
- Disadvantaged Communities (DACs)
- Economically Distressed Areas (EDAs)
- Water Management Planning Tool
The DAC Mapping Tool is an interactive map that allows users to overlay the following US Census geographies as separate data layers:
Only those census geographies that meet the DAC definition are shown on the map [i.e., only those with an annual median household income (MHI) that is less than 80 percent of the Statewide annual MHI (PRC Section 75005(g))]. In addition, those census geographies with an annual MHI that is less than 60 percent of the Statewide annual MHI are shown as "Severely Disadvantaged Communities" (SDAC).
Notes:
- The specific dataset used in the tool is the US Census American Community Survey (ACS) 5-Year Data: 2012 - 2016.
- Visit the US Census Bureau to learn how the different geographic entities (including Place, Tract & Block Group) relate to one another.
- The statewide MHI for the current dataset is $63,783; therefore, the calculated DAC and SDAC thresholds are $51,026 and $38,270, respectively.
- Visit the Proposition 1 IRWM Guidelines for information on how the tool may be used to evaluate DAC status.
All GIS layers can be toggled on and off while varying each layer's transparency. Each map layer includes a brief description and a location or source where the user can find additional information regarding that layer.

Note: DWR’s Economically Distressed Area Mapping Tool and Instructions (below) works in conjunction with all other State grant or loan programs as specified under Proposition 1. Prospective applicants should read the Instructions, the Mapping Tool information provided here and within the Tool itself (at link below), and the appropriate state grant or loan program guidelines for which to apply to ensure that the submittal will meet the economically distressed area and specific grant program requirements.
The EDA Mapping Tool is an interactive map that allows users to overlay numerous GIS layers onto a map of California, to assist with evaluating EDA status.
The specific datasets used in the tool are the following:
- US Census American Community Survey (ACS) 5-Year Data: 2012 - 2016
- Employment Development Department (EDD) of California: 2017
Notes:
- The statewide median household income (MHI) for the 2012-2016 dataset is $63,783
- The statewide average unemployment rate for the 2017 EDD dataset is 4.8%

The Water Management Planning Tool can assist local agencies in water management planning efforts.
Description: This tool allows users to overlay numerous Geographic Information System (GIS) layers onto a map of California and toggle the layers on and off while varying each one's transparency. It's intended to assist local agencies with their responsibilities related to the California Water Plan, integrated regional water management, and the Sustainable Groundwater Management Act, and serve as an informational tool for interested parties.
