Collaborative Partnering Program
The California Department of Water Resources (DWR) intends to utilize collaborative partnering principles on every project it performs. Collaborative partnering principles include:
- Timely and regular communication with all parties
- Shared trust, commitment, and teamwork
- Support of mutual project goals
- Accepted risk management concepts
Partnering is an important part of DWR’s commitment to working with its construction contractors on all projects to achieve common goals and objectives. DWR’s 2018 Strategic Business Plan includes several goals and values focused on partnering, including the utilization of strategic partnerships and clear statements that DWR values its partnerships with private entities and stakeholders.
As a necessary and critical step towards achievement of these goals, DWR has implemented the Collaborative Partnering Program (CPP). The DWR Collaborative Partnering Program Field Guide for Construction Projects is intended to serve as a reference tool for CPP participants, which includes DWR and its construction industry partners.
International Partnering Institute Award for Project of the Year 2022
DWR invites Partnering Facilitators to join our team. Annual training is provided to interested facilitators to review DWR’s Collaborative Partnering Program and the DWR Collaborative Partnering Program Field Guide For Construction Projects. After completion of this training the facilitator will be placed on DWR’s list of Trained Facilitators. This list is provided to Contractors that may be looking for facilitators on DWR projects that require formal facilitated collaborative partnering. - Lake Oroville's New Loafer Point Boat Ramps Bring Improved Access
The Loafer Point Stage I and Stage II Boat Ramp extension projects were constructed by K.W. Emerson, Inc., a San Andreas-based engineering contractor was awarded the 2023 Award for Partnering Excellence by DWR’s Division of Engineering (DOE). Part of DOE’s Collaborative Partnering Program, the award recognizes a company’s outstanding ability to utilize collaborative partnering principles, including timely and regular communication, trust, commitment, teamwork, and shared mutual goals.

The Division of Engineering’s (DOE) Collaborative Partnering Program recently presented its first Award for Partnering Excellence to contractor K.W. Emerson, Inc. for construction of the Loafer Point Boat Ramp facility at Lake Oroville.
