WSIP Uncommitted Funds Emergency Regulation
The California Water Commission on November 19, 2025, approved modifying its Water Storage Investment Program (WSIP) regulations using the emergency rulemaking process. The modification allows the Commission to increase the amount of conditional funding committed to a project on a case-by-case basis, to account for inflation and increased public benefits.
Commission staff filed the proposed emergency rulemaking action with the Office of Administrative Law (OAL) on December 1, 2025. This regulation became effective upon filing with the Secretary of State on December 10, 2025.
