Members of the public will be able to observe the meeting and provide public comments in-person at the meeting location or remotely. Remote participation will be conducted via a web-based videoconferencing service called Zoom.
Registration is not required to provide public comments. This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.
4. Approval of May 20, 2026, Meeting Minutes
5. Executive Officer’s Report
The Executive Officer will report on various matters addressed since the previous Commission meeting.
6. Commission Member Reports
This is an opportunity for members to disclose any meetings or conversations related to Commission business and held since the previous Commission meeting.
7. Public Testimony
Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.
8. Water Storage Investment Program Update
Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP).
9. Water Storage Investment Program: Sites Project Update and Virtual Tour
Representatives of the Sites Project Authority, the project proponent for the Sites Project, will update the Commission on project progress and present a virtual video tour of the Sites Project.
10. Water Storage Investment Program: Sites Project State Agency Draft Contracts for the Administration of Public Benefits
Proposition 1, Chapter 8 requires applicants to enter into contracts with State agencies for administration of public benefits for their projects. The WSIP regulations allow State agencies to present a draft of their contracts for the administration of public benefits (CAPBs) to the Commission for information and comment. Staff from the California Department of Fish and Wildlife and the Department of Water Resources will present their draft CAPBs for the Sites Reservoir Project. The Commission will receive public comment on the draft CAPBs through July 6, 2026. The CAPBs will be finalized prior to the final award hearing for this project.

11. Water Storage Investment Program: Sites Project Consideration of Supplemental Funding Determination (Action Item)
Sites Project Authority has requested a supplemental funding determination from the Commission due to increases in costs due to inflation and additional public benefits. Commission staff will present to the Commission their recommendation for a supplemental funding determination for the Sites Project. The Commission will decide whether to make a supplemental funding determination to the project, and the amount of supplemental funding to be committed.
