Meeting of the California Water Commission - March 18, 2020 - POSTPONED

Due to the changing situation regarding the coronavirus (COVID-19) outbreak, the March 18, 2020, meeting of the California Water Commission has been postponed. The Commission will resume public meetings in May. The agenda items scheduled for the Wednesday, March 18 meeting will be added to the May agenda.

The Commission may hold a closed session, as authorized by Government Code §11126(e), to confer with and receive advice from its legal counsel regarding potential litigation, and as authorized by Government Code §11126(a).

4. Approval of February 19, 2020 Meeting Minutes

The Executive Officer will report on various matters addressed since the previous Commission meeting.

6. Commission Member Reports

This is an opportunity for members to disclose any meetings or conversations related to Commission business since the previous Commission meeting.

7. Public Testimony

Although no formal Commission action will be taken, the Commission offers an opportunity to the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not specifically appear on the agenda.

8. Action Item: Contra Costa Water District (CCWD) Request for Additional Early Funding Under the Water Storage Investment Program (WSIP)

In July 2018, the Commission made a maximum conditional eligibility determination (MCED) of $459 M to the CCWD to expand the Los Vaqueros Reservoir, with $13.6M of the MCED awarded as early funding for planning and permitting. The Commission will consider CCWD’s request to increase the amount of early funding.

9. Action Item: Annual Review of the State Water Project

Commission staff will present a draft of the 2019 Annual Review of the State Water Project for Commission consideration and possible approval.

10. Priorities for California's Water

The Public Policy Institute of California (PPIC) will present its October 2019 report, “Priorities for California’s Water,” highlighting the statewide and regional conveyance infrastructure issues.

11. State Water Project Efforts in the Delta

Department of Water Resources (DWR) staff will brief the Commission on the various ecosystem restoration projects underway in the Delta.

12. State of Groundwater

Department of Water Resources (DWR) staff will brief the Commission on the status of groundwater basins in California, as well as case studies of new technologies being used to characterize groundwater basins.
