This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.

The Executive Officer will report on various matters addressed since the previous Commission meeting.

This is an opportunity for members to disclose any meetings or conversations related to Commission business and held since the previous Commission meeting.
7. Public Testimony
Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.
8. Water Storage Investment Program: Projects Update
Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP).
9. Water Storage Investment Program: Decision for Utilizing Funding (Action Item)
The Commission will consider options for utilizing newly available Water Storage Investment Program (WSIP) funds from the withdrawal of the Los Vaqueros Reservoir Expansion Project and from Proposition 4 (2024). Any decision will not immediately award funds to projects that have not received a final funding award. Projects that have not received a final funding award are still working to complete the statutory requirements of Water Code section 79755. Any increase in potential funding for a project that has not received a final funding award will be added to the project’s Maximum Conditional Eligibility Determination (MCED) amount. Staff presented options at the February 2025 meeting, which included, but were not limited to, giving pro rata shares of the available funds to each project now (either through an award of funds or augmentation of a project’s MCED), delaying a decision until the Commission obtains more information on the status of each project, or giving pro rata shares of some of the available funds to each project now and delaying a decision for the remaining available funds until the Commission obtains more information on the status of each project. The Commission directed staff to explore the options listed above and return to the March meeting with a recommendation. The Commission will select an option, defer a decision until a later date, or give other direction to staff.

10. Lookout Slough Restoration Project Tour
Department of Water Resources (DWR) staff will lead the Commission on a tour of the Lookout Slough Tidal Habitat Restoration and Flood Improvement Project, completed in September of 2024 as part of State Water Project mitigation. This multi-benefit project restores tidal wetland habitat and produces food for Delta smelt and other fish species, while reducing overall flood risk in the Sacramento area.

Tour will begin no earlier than 1:00 p.m. Members of the public are responsible for their own transportation. Comfortable clothing and comfortable walking shoes are recommended. There will not be a remote option for this tour, and it will not be recorded.
