Meeting of the California Water Commission – January 15, 2025

3. Acknowledgement of California Native American Tribal Governments
This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.
4. Approval of November 20, 2024, Meeting Minutes
5. Executive Officer’s Report
The Executive Officer will report on various matters addressed since the previous Commission meeting.
6. Commission Member Reports
This is an opportunity for members to disclose any meetings or conversations related to Commission business and held since the previous Commission meeting.
7. Public Testimony
Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.
8. Election of Officers (Action Item)
Consistent with the Internal Rules and Guidelines for Activities of the California Water Commission, adopted February 2011, the Commission will elect a Chair and a Vice Chair to serve for the coming calendar year.
Commission staff will present an overview of Commission activities anticipated in 2025.
10. Water Storage Investment Program: Projects Update
Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP).
11. Water Storage Investment Program: Los Vaqueros Reservoir Expansion Project Update
Commission staff will provide information about the project timeline leading up to the Los Vaqueros Reservoir Expansion Project withdrawal. Representatives from the Contra Costa Water District (CCWD), proponent of the Los Vaqueros Reservoir Expansion Project, will discuss the reasons behind Project’s withdrawal from the WSIP, and how CCWD spent early funding from the Water Storage Investment Program.

12. 2024 Annual Review of the State Water Project (Action Item)
Commission staff will present the draft 2024 Annual Review of the State Water Project for Commission consideration and approval.
13. Closed Session
The Commission will hold a closed session, pursuant to Government Code §11126(e), to confer with and receive advice from its legal counsel regarding the following pending litigation: Conaway Preservation Group, LLC v. California Department of Water Resources, California Water Commission, et al. (Yolo County Superior Court, Case No. CV2024-3069, petition filed November 22, 2024)

14. Update on Engagement Numbers, Near-Term Actions, and Planning
Commission staff will provide an update on engagement numbers, near-term actions, and planning in support of Goal 2 of the Commission’s 2025 Strategic Plan, which aims to develop, implement, and evaluate a targeted approach to increasing engagement in the Commission’s work.
The Department of Water Resources’ Deputy Director for Legislative Affairs will brief the Commission on pending State legislation relevant to the activities of DWR and the Commission.
