Meeting of the California Water Commission - March 17, 2021

In accordance with Governor Newsom’s Executive Orders N-29-20 and N-33-20, as well as recommendations from the California Department of Public Health, the March 17, 2021, California Water Commission meeting will not have a physical location. This will be a remote-only meeting, conducted via a web-based videoconferencing service called Zoom. The Commission remains committed to transparency. Members of the public will be able to listen to and watch the meeting and comment if desired.

Registration is not required to provide public comments. 4. Approval of February 17, 2021 Meeting Minutes

5. Executive Officer's Report

The Executive Officer will report on various matters addressed since the previous Commission meeting.

6. Commission Member Reports

This is an opportunity for members to disclose any meetings or conversations related to Commission business since the previous Commission meeting.

7. Public Testimony

Although no formal Commission action will be taken, the Commission offers an opportunity to the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not specifically appear on the agenda.

8. 2020 Annual Review of the State Water Project (Action Item)

Commission staff will present the 2020 Annual Review of the State Water Project (SWP) for Commission consideration and possible approval.

9. State Water Project Briefings: Aging Infrastructure and Climate Change

The Commission will launch its 2021 SWP briefings by introducing this year’s theme: creating a resilient State Water Project by addressing climate change and aging infrastructure to provide multiple benefits for Californians. The Commission will receive three briefings: an overview of the SWP, an update on the Climate Change Vulnerability Assessment, and an update on the Department of Water Resources’s (DWR) efforts to address issues related to aging infrastructure. The Commission will also hear from a panel of stakeholders.

10. State Water Project Flexible Resources Study

DWR’s SWP Power and Risk Office staff will provide an update on the Flexible Resources Study being conducted to assess the SWP’s potential to support the state’s clean energy policy, as required by SB 49, Energy: appliance standards and State Water Project assessment, which was approved in October 2019.

11. Sustainable Groundwater Management Act Implementation Update

DWR’s Sustainable Groundwater Management Office staff will provide an update on Sustainable Groundwater Management Act (SGMA) implementation, including the approach and timeline for releasing assessments of Groundwater Sustainability Plans submitted in January 2020 and the State’s planning, technical, and financial assistance supporting local SGMA implementation.
